Deputy Minister of Defence Leads Follow Up Talks on Transition of Retiring Naval Personnel to Merchant Shipping

A high-level follow-up discussion was held at the Ministry of Ports and Civil Aviation to review progress on expanding foreign employment opportunities and streamlining the process for Sri Lanka Navy (SLN) personnel to obtain Certificates of Competency (COC) for careers in the merchant shipping and marine sectors.

The meeting was co-chaired by Deputy Minister of Defence Major General Aruna Jayasekara (Retd) and Deputy Minister of Ports and Civil Aviation Janitha Ruwan Kodithuwakku.

The initiative aims to support retiring and retired military personnel by creating structured pathways for skills development, professional certification, and sustainable career opportunities. By utilizing the discipline, technical expertise, and operational experience of naval personnel, the program seeks to provide internationally recognized qualifications and improve their transition into merchant shipping careers.

Discussions focused on establishing accessible pathways for SLN personnel to obtain globally accepted maritime qualifications after completing military service. These certifications are expected to expand employment opportunities within the commercial maritime sector both locally and internationally.

The meeting also examined the transition process for officers and other ranks, including a comprehensive gap analysis, methods to address identified skill gaps, and validation of existing naval qualifications. Special attention was given to improving opportunities for personnel in seaman, engineering, electrical, and catering branches by recognizing and utilizing their specialized expertise.

The session was attended by the Commander of the Navy, Additional Secretary (Civil Security and Development), Director General of Merchant Shipping, and senior officials from the Ministry of Defence, Sri Lanka Navy, and the Merchant Shipping Secretariat.
