Northern polls under 13A

The government says while necessary amendments to the 13th Amendment to the Constitution will be instituted in the future, elections for the 3 provincial councils including the elections for the Northern Provincial Council will be held in September under the present constitutional status.
Cabinet spokesman and the Minister of Mass Media and Information Keheliya Rambukwella said that the 13th Amendment to the constitution and the Indo Lanka Agreement were imposed on the country without the consent of the people, the government information department reported.
However, he said the sovereignty of the people is supreme and therefore, the government has focused its attention on bringing in certain amendments to the 13th amendment as it suits to the country in the present situation.
The Minister also explained that a country has the right to change agreements with foreign countries in conformity with the aspirations and mandate of the people of the country as the sovereignty of the people is supreme.
