US Approves ?920 Million Defence Deal with India Amid Strategic Shifts in Indo-Pacific Region

09 Dec, 2024

In a significant move to fortify the strategic partnership between the United States and India, outgoing US President Joe Biden has sanctioned the sale of MH-60R Multi-Mission Helicopter equipment to the Indian Navy. This ?920 million (approximately $1.17 billion) agreement is poised to enhance India’s maritime defence capabilities, particularly in submarine warfare, and counter emerging regional threats. The decision, formally communicated to the US Congress on Monday, has been lauded as a cornerstone in advancing bilateral security interests across the Indo-Pacific region.

The Defence Security Cooperation Agency (DSCA), which oversees US arms exports, underscored the strategic rationale behind the sale. In its notification, it stated, ?This proposed sale will support US foreign policy and national security objectives by strengthening the US-India strategic relationship and improving the security of a major defence partner. India remains an essential force for political stability, peace, and economic progress in South Asia and the broader Indo-Pacific region.?

Transformational Capabilities of the MH-60R Seahawk

The MH-60R Seahawk, colloquially referred to as the ?Romeo,? represents the cutting-edge in multi-mission maritime helicopters. Originally designed for the US Navy, the aircraft is renowned for its ruggedness, power, and reliability. It has been operationally deployed by leading navies worldwide, including those of Denmark, Australia, and Saudi Arabia.

The MH-60R provides unparalleled versatility in anti-submarine warfare (ASW) and anti-surface warfare (ASuW). Its advanced features include:

  1. State-of-the-Art Sensors: These include multi-mode radar, electronic support measures systems, electro-optical/infrared cameras, dipping sonar, and sonobuoys, all of which collectively deliver comprehensive situational awareness of surface and sub-surface maritime domains.
  2. Integrated Mission Systems: Sensor data is seamlessly processed through a fully integrated system, enabling crews to identify, track, and engage hostile ships or submarines with precision and efficiency.
  3. Robust Armaments: The helicopter is equipped with torpedoes, air-to-ground missiles, rockets, and crew-served guns, providing it with the firepower to address diverse threats.

The sale also includes advanced data transfer systems, external fuel tanks, forward-looking infrared (FLIR) systems, spare parts, support equipment, and design services for operational facilities. The principal contractor, Lockheed Martin Rotary and Mission Systems, will dispatch 20 US government officials and 25 contractor representatives to India to assist with technical support and management oversight during the implementation phase.

Customisation to Meet India?s Needs

India?s MH-60R helicopters will be tailored to meet the specific operational requirements of the Indian Navy. Hindustan Aeronautics Limited (HAL) has contributed customised Identification Friend-or-Foe (IFF) transponder units, while Bharat Electronics Limited (BEL) has collaborated with Lockheed Martin to integrate specialised systems.

These helicopters join the growing fleet of 330 MH-60Rs deployed globally. The Indian Navy formally commissioned its first batch of these helicopters in March 2024 at INS Garuda, Kochi, marking a significant milestone in the modernisation of its maritime capabilities. Lockheed Martin?s performance-based logistics programme, which ensures an unparalleled 95% readiness rate for the MH-60R, will be extended to the Indian fleet, underscoring the operational reliability of these aircraft.

Strategic Context: Evolving Threats in the Indo-Pacific

The timing of this deal is critical as the Indo-Pacific region witnesses escalating tensions, particularly due to China?s naval assertiveness. In late October, the People?s Liberation Army Navy (PLAN) of China conducted dual-aircraft carrier operations in the South China Sea for the first time, involving its Liaoning and Shandong carriers. This exercise also showcased advanced Chinese carrier-based aircraft, including the J-15B and J-15D fighters.

These developments signify China?s rapid strides in naval modernisation. The J-15B introduces active electronically scanned array (AESA) radar technology and enhanced electronic warfare capabilities, while the J-15D features advanced wingtip electronic warfare pods and strike capabilities. Both aircraft can operate using the CATOBAR (catapult-assisted take-off but arrested recovery) system, a key feature of China?s third carrier, Fujian.

India?s acquisition of the MH-60R Seahawk helicopters is a direct response to these evolving maritime challenges, bolstering its capacity to monitor and counteract Chinese naval operations in the region.

Rafale-Marine: India?s Naval Aviation Boost

In addition to the MH-60R deal, India is set to finalise the procurement of 26 Rafale-Marine (Rafale-M) fighter jets, valued at over ?5 billion (?50,000 crore). This deal is expected to be concluded within the next month and will further strengthen the Indian Navy?s offensive and defensive capabilities.

The Rafale-M jets will be deployed aboard India?s two operational aircraft carriers: the INS Vikrant, an indigenously built carrier, and the INS Vikramaditya, acquired from Russia. These advanced jets will replace the aging fleet of MiG-29K fighters currently in service.

Key Features of the Rafale-M

The Rafale-M, designed for carrier-based operations, differs from its Indian Air Force counterpart through structural enhancements such as reinforced landing gear, foldable wings, and a fortified undercarriage. These modifications enable the aircraft to endure the rigours of carrier take-offs and landings.

Commonality in components between the Indian Air Force?s Rafales and the Rafale-M will significantly reduce logistical and maintenance costs. Both variants feature advanced AESA radars optimised for maritime operations, the Thales SPECTRA electronic warfare system, and a comprehensive suite of weapons, including the Meteor and MICA air-to-air missiles and the AM39 EXOCET anti-ship missile.

The selection of Rafale-M over Boeing?s F/A-18 Super Hornet follows rigorous testing at INS Hansa, Goa, where it demonstrated its compatibility with India?s ski-jump-assisted take-off carriers.

Countering PLAN?s Growing Strength

China?s growing naval capabilities underscore the importance of India?s modernisation efforts. The J-15B and J-15D fighters, deployed on Liaoning and Shandong, represent a marked improvement in PLAN?s carrier-based aviation. These aircraft, equipped with AESA radars and electronic warfare pods, are crucial for PLAN?s operational aspirations in the Indo-Pacific.

India?s Rafale-M jets, designed for air superiority and maritime strike missions, offer a robust counter to PLAN?s advancements. Deployed from the INS Vikrant and INS Vikramaditya, these fighters will provide the Indian Navy with critical air power to safeguard its interests in contested waters.

Strengthening Regional Stability

The MH-60R helicopter deal and the impending Rafale-M agreement reflect India?s comprehensive strategy to address maritime security challenges. These acquisitions signify a decisive step in modernising the Indian Navy, ensuring it remains prepared to confront evolving threats.

For the United States, the MH-60R sale underscores its commitment to fostering stronger defence ties with India, which it regards as a key partner in maintaining peace and stability in the Indo-Pacific. The DSCA?s assertion that India is an ?important force for political stability and economic progress? highlights the geopolitical importance of these agreements.

Together, the MH-60R helicopters and Rafale-M jets will enhance India?s maritime and aerial capabilities, contributing to a more balanced power dynamic in the Indo-Pacific region. These developments reaffirm India?s position as a regional power capable of safeguarding its sovereignty and supporting broader efforts to maintain peace and stability across one of the world?s most strategically vital regions.
