Unofficial power cuts now made official

Unofficial power cuts experienced in most parts of Sri Lanka have now been made official with a set timetable.

The power cuts are being imposed as water levels at hydro catchment areas are not sufficient and the CEB is unable to meet the electricity demand.

Accordingly, the Ceylon Electricity Board (CEB) said that power cuts will be imposed from tomorrow around the island.

Electricity will be disrupted from 08.30 am to 11.30 in some areas and 11.30 am to 02.30 pm in some areas as well as from 02.30 pm to 05.30 pm in some areas and 06.30 pm to 07.30 pm in some areas, 07.30 pm to 08.30 pm or 08.30 pm to 09.30 pm. (Colombo Gazette)

  1. Here is the reason. GOVT called a tender in 2016 for 300 Mw combined cycle LNG power plant. This was to be commissioned in 2019. SAMSUNG led korean consortium. was the only technically qualified bidder and they put forward the best bid. However they Two powerful ministers openly campaigned to open the bids of few other disqualified parties. SAMSUNG BID WAS DISMISSED and another bid opening was held for disqualified bidders. PM changed the Tender board and ordered second bid opening. This is the only tender in history where two bid openeings has been held. Now two of these disqualified bidders are fighting for the tender.( LTL and WINFORCE by AKBAR BROTHERS)
    Both these companies failed in the technical evaluation for not conforming to minimum specification of being capable of operating on LNG from the start and not conforming to many conditions on the tender.
    Had they stuck to tender conditions and rules strictly this plant would have been commissioned in 2019 by SAMSUNG WHO IS THE WORLS 4th largest brand and we would have not had power cuts.
    When the country has a power shortage these companies thrive as they sell power to the grid at higher prices. So they will never allow new comers to win the tenders.
    That’s the bottom line.

  2. The 300mw LNG power plant tendered in 2016 was to be commissioned in 2019. This tender was riddled with corruption and violated to qualify unqualified bidders and the only qualified bidder dismissed. We demand an inquiry into this tender and the illegal dealings of the power ministry.
