Russia says hands off Sri Lanka; US and others want more progress

UNHRC_SessionRussia today told the international community to keep its hands off Sri Lanka as the Government looks to address the accountability issue on the war.

The Russian delegation at the UN Human Rights Council said that Sri Lanka should be allowed to address its domestic affairs without outside interference.

However several other countries, including the US, Britain, Norway, Ghana and Macedonia said that Sri Lanka must show more progress on its commitments.

The statements were made after the United Nations High Commissioner for Human Rights Zeid Ra’ad Al Hussein presented an oral update on Sri Lanka to the UN Human Rights Council (UNHRC) today.

The United States, in its statement, said it will await the next update on Sri Lanka at the UNHRC in March next year.

The US Ambassador to the UN in Geneva, Ambassador Keith Harper said that in the interim the US would encourage the government of Sri Lanka to make continued tangible steps in fulfilling their commitments reflected in Resolution 30/1 and elsewhere to credible justice, accountability, and reconciliation mechanisms.

Britain said much still remains to be done by the Sri Lankan Government to fulfil all the commitments it has made.

“These steps will require courageous and determined political leadership. More civilian land occupied by the military in the north should be released. The Government should repeal the Prevention of Terrorism Act as soon as possible. We urge the Government to deliver on its commitment to devolve political authority through constitutional reform, and to put in place credible transitional justice mechanisms underpinned by meaningful consultations and effective witness protection,” the British delegation said.

Canada encouraged the Government to take an inclusive and coordinated, approach to the reforms to ensure the fulfillment of all of the commitments agreed to in the resolution, especially on the reconciliation and accountability processes.

Canada noted the progress made towards constitutional reforms, the establishment of the Office of Missing Persons, and the release of some lands in militarized zones.

“However, more remains to be accomplished, including in the areas of human rights and the rule of law. Canada welcomes Sri Lanka’s recognition that accountability is an essential component of reconciliation, and urges the Government to take concrete steps to ensure the establishment of an independent and credible accountability mechanism. We underline the importance of meaningful international involvement in such a mechanism to enhance its credibility, particularly for victims. Canada stands ready to assist the Government of Sri Lanka to ensure that its commitments become reality as they are the foundation for long term peace, stability and reconciliation,” the Canadian delegation said.

In its statement, Macedonia noted that resolution 30/1 of the HRC contains 36 recommendations to the Government of Sri Lanka.

“We are fully aware that the processes of accountability and reconciliation require time, but the existing opportunity should not be prolonged indefinitely. On many occasions, the Republic of Macedonia emphasized that the resolution supports the actual Government commitments in building new Sri Lanka for the benefit and well being of all Sri Lankans. We would like to encourage the Government of Sri Lanka to accelerate credible investigations and seeking justice regarding the violations of Human Rights with appropriate forms of international support and involvement in accordance with the relevant paragraphs of the resolution,” the Macedonian delegation said.

Norway acknowledged the progress that has taken place in implementing the resolution on Sri Lanka since its adoption in October last year.

The Norwegian delegation at the UNHRC said that all initiatives for reconciliation, accountability and human rights in Sri Lanka should continue to be based on inclusive consultations with victims, civil society and the general population. (Colombo Gazette)

  1. I note that most of those who have posted comments above are basically celebrating this development. However, we must consider: what impact will this have on our renewed relationships with key Western nations? What impact will this have on Sri Lanka’s ability to forge economic ties with the West sand secure much needed foreign investment? Will Sri Lanka’s GSP+ privileges be restored (despite the lack of progress on human rights)? One has to wonder why Sirisena thinks he will not reach the same end that the Rajapaksas did, in a few years time. His comments about the decrease on foreign pressure is very worrying. To not carry out any kind of investigation into war crimes and crimes against humanity would be very foolish. Some kind of investigation – even if it is via a domestic mechanism – must be carried out. Or else there is no real prospect of the West’s favorable treatment towards Sri Lanka continuing for much longer.

  2. Look who is talking about mass killings and humanrights. Why don’t they talk about Iraq and Libya where they killed millions. They just taking small nations to play games and letting them to be struggling for ever.

  3. Sri Lanka does not belong to the US, Canada, Norway Ghana or any other country. Neither does it belong to separatist Tamils. Sri Lanka belongs to all Sri Lankans irrespective of their race and religion including the moderate Tamil population. Spineless people like Mangala Samaraweera and Ranil are responsible for the sad state of affairs in our country. I wish that they had the courage the Russians had to tell the West stay off Sri Lankan affairs.

    • Look at Russia, how she intervenes in neighbouring countries to support and encourage rebellion by Russian speaking minority while preaching that other countries that persecute their minorities to continue with it. Rajapaksa brothers who starved and killed the minorities in Sri Lanka did not settle down in China or Russia but only in democratic US that respects human rights.

I think the majority Sinhalese must claim the North, East and the rest of the country against the Tamil ltte terrorism and the Tamils must learn to live in peace and not instigate separatism or devolution afterall they have every right to go to Tamil Nadu or India. This is the Sinhalese homeland and the Sinhalese have no where to go. Killing the Sinhalese and chasing people out of the North and East and claiming terrority is against National interest. The Sinhalese should stand up for their rights and not keep quiet. The manipulation has been happening for too long and these terrorist are getting their revenge converted to a separate state.

  7. US and Britten are the all time trouble makers to all peaceful countries. They create problems and earn by many ways. (politically and economically and their agenda to be the rulers and keep the other countries like their slaves.

    Even the humanitarian work of their NGOs mostly run through countries like Canada earns billions out of it. these countries were thieves and robbers for centuries and will continue to be the same. I don’t know why the citizens of these countries don’t feel shame. I think they cant open their mouths. If they open their mouths so called human rights mechanism will swallow them.

  8. Politics aside, Only thing that will satisfy the international community would be to see SF,MR,Gota & My3 being executed for war crimes. But heres the thing, as people of this nation we will stand by them to defend our people against such atrocities . These nations have never dealt with a 30 year war on their own soil. Russia has gone through similar instances of war so they understand.

    When USA bombed Kunduz they just apologised and washed their hands. Zeid is just a puppet supporting LTTE. Zeid never dare lift a finger against the US. The US, Britain and Norway greatly benefited by selling arms to the LTTE , just like the way they benefit by funding ISIS.

  9. Ask India to hands off Sri Lanka. They want Sril Lanka keep in trouble until they develop their new sea port in Kerala and invite all investors to India before Sri Lanka. Now India is more closer to America than Sri Lanka (or Russia). Also America is more interesting to have better relationship with India rather Sri Lanka. They are behind all of these situations. They want Sri Lankan government put in a trouble for few more years untill people reject them. They did same thing to the previous UNP governments.
